Proxy for file_get_contents()

I have a page (Apache on Windows) that uses file_get_contents() to lookup and address using yahoo's geocoding service and I'm trying to modify my script to get through a proxy server. Our company has a proxy server that all web access goes through (port 80) and I'm trying to set this up on our intranet.
As it is now the function just times out trying to get a response from yahoo.

Is there a way to add proxy information for php's http access?

I've tried a couple things I've found in user comments on php.net with no success... such as:

putenv("HTTP_PROXY=$proxy_name:$proxy_port");
This sets the env variable but I get the same result as before.
