Creating a file in PHP

I have this code to that is supposed to create a new file in my directory on the server.
It keeps telling me that my file is not writeable.
I granted writeable permissions to the directory it is in, but it still does not work.

$filename = 'myfile.js';
$somecontent = $lines;

if (is_writable($filename)) {

if (!$handle = fopen($filename, 'w+')) {
print "Cannot open file ($filename)";
exit;
}

if (!fwrite($handle, $somecontent)) {
print "Cannot write to file ($filename)";
exit;
}

print "Success, wrote ($somecontent) to file ($filename)";

fclose($handle);

} else {
print "The file $filename is not writable";
}
