i use PHP/SOAP to connect to a number of Web Services. This all works fine in general, however lately one of the Web Services has started to act up a little. I get timeouts and SOAP errors when connecting to the service. The vendor of the service maintains they monitor all their services and have not found any problems. they also claim that no one else has reported any issues. So i checked my server, did traceroutes etc... and everything came back fine. My server provider also did an analysis of the server and its connectivity and said the server was fine and that some of the hops in the traceroute were at times unresponsive but in general its fine. so where does the problem lie? the following is the error i intermittently receive when connecting to the Web Service...

is it possible to tell from this if the issue resides on my server, on the Web Service side or somewhere in between?
the other web services that i connect to are running fine which leads me to believe the problem lies with the service provider.

I would load up something like WireShark (was Ethereal). This will allow you to see exactly what is happening packet by packet.
