alright, then is it possible to check if it's at least a valid number or a possible valid number? like 1111111111 is not going to be someone's cell number.

Im sure there is a list of valid exchange numbers that you can use. What I would do is get a list of us area codes. Then a list of exchange numbers and which provider they belong to. (Exchange numbers are the first three #'s after the area code) Then check the phone number using this info, thats about the most indepth you could probably do. And if your trying to run a cell phone service you could send the user a text message with a code and ask the user to reply within 15-30 minutes.

You can not tell the carrier from the number because of the number portability.. however you can definitely see if the number is valid..

I'm afraid the answer is no. This is due to phone number portability here in the US - you can take your cell phone number to another service - you can even be able to take your land line number to a cellular service, and the reverse.
