The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Best PHP debugging environment for WordPress?

I'm a C++ programmer and I'm used to robust debugging environments.   Thus far, my forays into coding PHP have been real hacks wherein I simply write a bit of code and try it and if it fails, I try to noodle out why.   It's not fast nor is it efficient.   It's also hard to write large complex collections of code that way.  
I'm wondering what kinds of development environments folks use who develop PHP plugins.   I want to be able to trace variables, set breakpoints, single step and such.   You know, all the big-boy ways of doing things.   I'm so new to PHP that I don't know what's out there.   I run my WordPress Blog hosted out in the world but I have servers here wherein I could set up a development environment.
So the question is what's the best most power development enviroment I can setup here so I can develop PHP code (for WordPress plugins for example) here at home on my server system?   Free is best, inexpensive is OK.   I'm not looking to buy a $600 package.
I host my Blog on www.bluehost.com.  My system here is a Windows Server 2003 system.Start Free Trial
