how can i script php shell ?

Hello experts ,

i have been looking for any answer and searching since 1 month ago but i didn't find any useful information help me ...

i would like to script PHP SHell ,, PHP provide two types i can run shell command which are
System ();
Shell_exe();

i don't have any problem with that ,, but i would like to run my script with some privilege , as you know the web server run as apache or www account with lowest privilege ..

or how can run my script my script with root privilege so i can run the root command such as
ls /root/

i found sudo solution , but its not secure so if i open sudo will any one in my server will run in his script " sudo ls /root ". i would like to just run my script with root privilege ?

is there any idea ??

i have been try that

chown root:root shell.php
chmod 7777 shell.php

but i couldn't get root privilege , when i do id it appear apache user.
i accepted any solution if there way to run perl inside php to get root ??

note : the script in my pc so i know the root password ..

my php shell example is attached .
