Determining what an unknown index.php on my site does...

Hi, where my site is they recently changed platforms.  For the most part, I'm dealing (still) with the problems this has caused and that's ok...
However, amongst the dir structure on the new platform, there is a directory (with files) that wasn't there on the old platform...
One of the files in the dir is index.php ...
I looked in it and it was coded using Base 64... So, I googled a decoder, entered the file info in it, and got back some code.
Problem here is I don't know PHP and (obviously) don't trust this thing to run it and want to know what it's supposed to do.  Now I know what the explode does and realize that something is being built... it's just what the end result is that I'm in the dark about.  PLEASE REMEMBER, don't trust this program, ie, don't run it to figure it out... it would not surprise me if it's something bad.
If someone could tell me what it is and would do, I'd appreciate it.
