How hard is it to mak e stand alone database on a local drive (Not web based)

I would like to make a stand alone data using HTML and PHP?  I have not done this before and not sure where to start.

I need it to sit on a Local drive not on the net. And it needs to be searchable too.  I am not too sure what coding would be the best to use and how hard it would be.  Please can someone give a clue if I would be able to do this.Start Free Trial
