getting variables to CSS and JS files that are link from HTML that is generated by Front Controller

Hello.
I am on an adventure of making my own Front Controller that i can use on my projects.
What i have now is mostly functional.  Most of the ideas were taken from http://w3style.co.uk/a-lightweight-and-flexible-front-controller-for-php-5 .  Then i added my own loader class for dynamically loading classes other classes through singleton, configuration class to make configs loadable and available application wide etc.
But i've hit a wall AGAIN when i have to pass variables to CSS or JS.  Normally a controller would set up the variables and they would be passed on to the view.  However, CSS file is technically not a part of the view generator because it is not linked through controller, like a view, but through HTML which is already generated: hence when html calls for a link to css or js its maks a totally different call to the PHP application.

So how can a CSS or JS file that is linked in HTML receive variables from the controller.
