HTTP_Upload - PHP Max Size and other Configurations

I am working on developing a new site for my company.  We would like to implement a application for file uploads.  Basically we would like to allow our clients once logged in to our site to be able to upload via the web browser there files for us.  We do direct mail and the file sizes vary from a couple mb to 100 mb or more.  Its obvious to me that there is probably a recommended size limit on a simple upload 'post' method.  I know PHP is defaulted to limit to 2mb.

My questions are:

What is the recommend file limit for this type of upload?
What setting aside from the PHP Max File size needs adjusting?
(Is there a better way of doing this?)
