Another idea will be to avoid "needing" non-ASCII chars in the addressbar. I'll give you an example: Some blogging software like Wordpress allow you to assign "two" titles to a category. One is in the native language, the other is necessarily in English. So if there is a page about "Hello", you can name the page as "Ohaio" (in Japanese script, of course!) but give "Hello" as its second name too. This way, the URL will look like: http://example.com/forum/c
