bottom line is:
forward port 80 (and 443 if you run ssl on your server) at each router that is running nat between your xp machine and the router that routes your public ip address.
the other responses indicated that if your isp provides you with a private ip address, then you have no chance of making your website public.
start by checking the ip address of your xp machine. if the xp machine has a private ip address (usually starting with 192.168.x.x) then the router that assigned your xp machine needs to forward the http (and possibly https) protocols to your xp machine. if the router that assigned you the private ip address is your own router, then forward the appropriate protocols. if the router is that of your isp, ask your isp to either assign you a routable(public) ip address, or ask them to forward the protocols to you and make your private ip address static(they likely won't do the forwarding and static private address. if your router assigned you the private ip address, the next step is to check the wan ip address of your router and determine if it is public or private. if it's not private, you should be set. if it is, again, ask the isp for a public ip address or ask them to forward the appropriate protocols to your ip address.

it should already be on the public if you are using wamp. If you know your public ip address, put it in the address bar. If not, go here http://www.whatismyip.com/ and get the ip address. You will see wamp page.
