I haven't tried that specific combination yet, but what happens when you simply add the DLL as an extension in your php.ini file? Does it crash / not run / throw errors? If error messages show up, what are they?
A side note - I believe this extension is just a wrapper around the ffmpeg library, but if you have a windows build of ffmpeg installed, then you SHOULD be able to also run ffmpeg.exe using system execution commands, like:
echo shell_exec("ffmpeg.exe -i");
