Is there any fuction at PHP that will do as below,

convert ’ into single quote(')
convert “ into 
convert ” into 
and many more like this.

any help?

using this is working.
html_entity_decode("&#8221;", null, "UTF-8");

Initially I thought it was garbage, but actually it was in utf-8 encoded data.
