I used once http://www.000webhost.com/
It's free and it has almost all of features what commercial hosting services provide.

You can get your own domain ( actually sub domain ) silversurfer.net23.net
As I remember, they will allow to use domain names you have already bought, to point to their free hosting space.
You can manage MySQL databases through PhpMyAdmin.
Email accounts, forwarding, backups almost everything you get from a commercial host offered by them for free.
But some times, it take little time to load. But most of the time it works well.
