Virtual Earth implementation issue

Hi,
I have a development project that uses virtual earth.
It can be seen at http://www.mivnet.com/users/maps_search.php
The issue I have is that if you center it for the USA and you hover over a flash it pops the details up under the flash on the right side.

So my question would be is there a way to get the Microsoft Virtual earth to a higher priority so that it pops up above the flash. Or is there a way to confine the popups to only open within the space of the map.

My developers say there is no function like this. So if anyone had a tip for me I would appreciate it.
