I need a message board solution that sets up individual forums, without any of the clutter that typical forum software comes with.
I want it to have the simplicity of something like this:
http://www.bbc.co.uk/dna/m
which I think is written in CGI/Perl
OR THIS
http://www.phorum.org/phor
without all the clutter, the Phorum header and "full-fledged message board feel"
Also, each board should stand alone, child forums and sub forums should be non-existent. The forum should be well-integrated into the website, each with a custom header.

how would I mod it to remove all the stuff those message boards typically display?
I want it lite, like Beast (which is a Ruby on Rails forum), or an old-school PERL forum... even bbPress (which is a comparatively lite php forum) seems cumbersome...
Any php forums which can be significantly modded in this way?

It would have the simplicity of something like this. A separate login system is unnecessary, as this will be built into the website.
