This question is hard enough and surely has no relation to the "Web languages" thread. Ask it (or ask somebody to repost it) in the Programming\Programming Languages\Borland Delphi or C++ depending on the your favorite programming language. Also this question has relation to COM and Automation.
Now the details.
Yahoo tool bar is a kind of COM object which could be relatively easily realized using some high-level compiller (with COM libraries) like Microsoft VC++ or Borland Delphi. You need to know one of these programming languages and COM basics to write the similar thing. As for me, Microsoft VC++ is more documented, but Borland Delphi has more user-friendly interface. You need also some source to take an API documentation, like MSDN (online, for example).
I am Borland Delphi expert, so if you are familiar with this tool I could try to search some documentation on the net. If you do not - ask this question in the corresponding topic area or (probably) forget about this.
