Can someone explain this methodology to me, like how data is stored and dealing with binary data through a web form.

what is base 64, why is it associated with binary?

Base64 is the common way to send binary data in 6bit text networks.
The rfc 1521 http://www.faqs.org/rfcs/rfc1521.html say how works the base64 encoder.
