Execution of RSS feeds - need clarification

i have seen some sites with various RSS feeds parsing just like news media ... to show various RSS feeds news display etc.,  now i have a doubt on how they would process those RSS feeds with their site...

either they will fetch the RSS feeds (xml files) into their site and process them OR they will staraigt connect to the RSS feed site and process the xml file as URL ?

what is the best option to do?
what is the common model to do?

because  i am wonder the performance of the RSS feeds display .. if 10000 people access the news media site , that means the requests will be very high to make the request to the target RSS feed source site.,
