You asked: "how do I display it so someone can subscribe to it?" From the tone of this part of the question, "illustrate with code, please use c#" it sounded like you thought there was some kind of programming step needed.
I do not know how much simpler and clearer the answer could be. This is computer 101: "regular HTML <a href> link" - it is complete, correct and 100% responsive to the question.
If you want to mark a poor answer down to a poor grade, we would all understand, but in this case, I respectfully request that you take the time now to post the details your research unearthed, and explain why you characterized my response as "sketchy" - without even asking me a single follow-up question.
Standing by. I will also ask a moderator to delete this question or change the grade.
Thank you for your consideration, ~Ray

Good news: No need for any code at this point!

Just put your XML file on your web server named whatever you want with a suffix of ".xml" and place a link (regular HTML <a href> link) to the file.
That's it. Send the link to a few friends and have them go after it with their RSS readers.
