PHP NUSOAP no response from WSDL?

Ok I'll keep this simple.

I have to connect to a bank to submit apps using their WSDL web-service.

The WSDL url they provided me does not look familiar to what im used to seeing.

I'm used to see this with .wsdl extension

https://www.thisurl.com/service/this.wsdl

This is what they gave me

https://www.thisurl.com/web-services/

This what im sending and im not getting any response even when I echo my call.

My page is blank! Tried from command line and nothing.

I am able to view their wsdl xml page to see the calls, fields, etc so i know our IP is authorized to connect.
