Thank you for the heads up. I thought it would be better to describe what I'm trying to do. YOu might know a better way.
There is a VB.net we application which currently is running and in its database zip code of each client is stored (written by somebody else ) now I'm asked to show local time of each client base on his zip code. since this feature was not defined and designed in the first place so I thought SOAP could be a good approach.
Can you give me some suggestions on this?

If you are new to VB.NET I wouldn't dream of doing something so complex as SOAP web services, let alone the web services not originally meant for use with .NET. However, if you want to go down this path, I dug up a few starting points (I hope your knowledge of SOAP is solid, though, it will be of great help):
