For SSI to work, you need to load mod_include
LoadModule include_module /usr/lib/apache2/modules/m
If you want "exec SSI" functionality, you also need to include mod_cgi
And the following in your .htaccess file (with override set to on) or in your virtual host or directory container.

Options +Includes
Looking at your httpd.conf file, you are missing "Includes" in your Options directive. This is why it doesnt work.
