I am having a small problem with the frames ive set up on a website www.cameronvanhoy.net

It loads well on all macs but doesnt load well on all pc;s

whats wrong is it the doctype ?

If so can you tell me exactly what kind of doctype i need to use for this website. Its just a html with 2 frames the top frame has content and hte bottom frame has a nav bar
