Okay im really having alot of trouble here.

Im just trying to build a simple website for afriend of mine.

All i want is the index page to load up 2 frames, a top and a bottom frame. The bottom frame will contain a nav bar and all the content will load in the top bar

DO I NEED TO USE XHTML? my main concern is that it works on i.e and safari.
