XML FILE AS A DATABASE

I have been given the responsibility to create an application for reporting phone represenative statistics, which include phone state items, lunch and break times, attendance etc... Currently, everything is tracked in an Access database on a network share. The database is a mess and needs redesigned. Eventually, my corporation will be moving from Access to SQL Server 2000. In the meantime, I still have to design this desktop application which will use Outlook 2000 (VBA). I want to move this to a web-based application in the future.

My Question:
1 Would it be a good idea to use XML files as the data tier versus an Access database? If so, the XML files will reside on a network share. 2 Are there any resources on the web which would explain how to encrypt the XML files so that they could not simply be opened and viewed.
3 Also, can XML files be queried using SQL?
