Office 2003 XML

I have a set of Office 2003 documents saved as XML. I need to be able to populate these documents with data from a SQL Server. I believe I've got this part figured out/working properly (create a schema file matching my SQL select, add it to the document and put tags wherever i want the data to appear).

However, I also need to dynamically place an image[s] in the document based on some criteria.

Is there a way to take an image file, create a bindata tag from it, and write it and a corresponding image tag to the XML file? I really really really want to avoid having to open the document server-side using Inlineshapes.AddPicture.

I'm using ASP.NET 1.1 to handle the code.
