Parse error with simplexml_load_file

Hi,

I'm getting an error message when trying to read an xml file with simplexml_load_file.

The error is "Warning: simplexml_load_file() [function.simplexml-load-file]: ./includes\languages\de_DE.xml:44: parser error : Input is not proper UTF-8, indicate encoding ! Bytes: 0xE4 0x73 0x74 0x65"

The XML file is below. I'm using XAMPP on Vista
