XSLT poduces repetitive nodes on an XML file

Hi,

I have an XML file that I transform using XSLT. Basically I'm trying to update users database.

I have a unique id variable that I use to search the DB before adding the new user, only when the id DOES NOT exist the new user should be created..

The problem is I either get all or none!

The new user is added again and again regardless  of the id or not added at all when I tried modifying the code!

Now, I know it must be something very simple that is wrong but I can't see it:(

The problem is in this bit that I'm not sure how to go about it:
