"The website declined to show this webpage"

I get this when trying to access my site fromt he internet or directly in IIS when I rt click on the site and select browse. Now if I rt click on the index page and select browse it lets me view the page. I have check file permissions on the directory for the site and on the site setup in IIS. I changed the site this morning by creating a new directory and then chenging the home drive. This is server 2k3 and IIS 6.0. I'm out of places to look and would really like some help.
