Help needed setting up ftp site on IIS 7

This is a fresh installation of Server 2008. I'm trying to get a ftp site working. I've obiously not got something right....

My sever ip address is 192.168.16.2 The default website is bound to this address. I've added a second address to the Local Area Connection: 192.168.16.3 I've added an ftp site in IIS 7 and bound it to this address.  From withiin IIS I can explore the physical location. But if I try to access the ftp site from Windows explorer on another machine on the network, the site is unavailable. I tried opening windows explorer at the Server console and accessing ftp://192.168.16.3 I got the error 550 - no such host is known.

So what might I have done wrong?
