Because of the way the system is set up, the most important variable in this equation is you. RSS Feed Error - Can not Connect to Target Machine

I am receiving an error message from a web app that consumes an RSS Feed: No connection could be made because the target machine actively refused it"
I developed the web app in Visual Studio 2005 and the app runs fine in the developer environment.  When I XCopy/deploy my app to the same PC my developer is installed on and create a virtual directory in IIS to my developed application and run the web app in IE v6.0 I get the above error message.  I have researched quite a bit but the answers I'm getting is that it may be a port issue.  How can the development environment run an application and the IIS can't?  Why should the ports be any different (if that is the issue)?  I'm port ignorant and will probably need detailed instructions on how to resolve this issue.  Any help is appreciated.Start Free Trial
