With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? To provide you with a tool to use, we rate our solutions based on various elements that most accurately determine if a solution is a quality solution. Need a URL Rewriting solution that can be debugged

I am developing a website that requires URL rewriting. I downloaded and installed the Intelligencia.dll (see it at urlrewriter.net). I am using Windows XP, and Microsoft Visual Web Developer 2008 Express. I followed the instructions, reconfigured IIS to redirect all traffic through the aspnet_isapi.dll, and wrote one simple rule (see code) Based on what I expect the code to do, this should convert "~/1" into "default.aspx?catid=1". What is actually happening (but kind of not predictably) is it's turning into /Default.aspx?catid=WebResource.axd?d=Z5_-eEIyhJRFbq-EYrDXhw2&t=633654819178643920

I'm open to either getting this to work in my debug environment, or find a different solution that is debuggable. It would be GREAT if I could find a solution that works like MOD_Rewrite, but can be debugged. It isn't worth using if it won't work in the IDE.
