does this go into the .htaccess file in the subdirectory (root of site2) or in the root directory of site1? It doesn't appear to be changing anything no matter where I put it

I added QSA to .htaccess file which I think is causing the 404's. If I don't do that however the URL doesn't rewrite (although I can still see the site at least)
