This is my first Experience in SharePoint. I think most of the SharePoint Administrators know that in SharePoint Central Administration
We have one Option called "Site Collection Quotas and Locks" under Application Management Tab.
I want to discuss some of the points
1Q. What are the different options it is having ?
2Q. Is it helpful for us, when we backup our site ? (Its Very Important)
3Q. Why do we need this Locking Feature ?

1A. We have 4 different types of options are available
Not Locked : -
We are not at all restricting the application. So users can do what ever they want.
Adding Content is Prevented : -
We can modify our exsisting content in SharePoint. But we don't have the scope to add new items are new docs in the SharePoint.
Read-only (blocks additions, updates, and deletions) :-
As the Name it self gives that we are having only read permission. No one can add any thing, Mean to say Site Collection Administrator are also not having Full control or administrator control on the site.
No Access :- Just Like Stopping our Web application in IIS. But we not stopping that one in IIS.
2A. As we discussed we are having Read-Only option. Just assume, Can we do backup by locking the site in Read-only mode and
take the backup ? Noooooooooo ..... Way... If we do so, the backup also takes in manner that the web application or a site collection is
in Read-only mode. So if we restore our backup in any other server then we will get only read options.
So while doing backup, don't lock your site.
3A. Then why do we need this locking feature ?
It purely depends on the SharePoint administrators' situations.
Like, if we are willing to stop all the users adding content (Some times it is required when we do not plan for correct database sizes, etc...).

What do you mean when you say: "I think most of the users know we are having Site Collection Quotas and Locks in SharePoint Central Administration Site." At first, I thought you were talking about EE. Is there a different way to say this sentence (for example, who is "we")
You should always run a spell check: existing instead of exsisting and stopping instead of stoping.
Change the following:
"So while backup don't lock your site."
to
"So while doing backup, don't lock your site."
"Then Why we need?"
to
"Then why do we need to do this?"
"It's purely depends on the SharePoint administrators, depending on his/her situations."
to
"It purely depends on the SharePoint administrators' situations."
"Like, If we are willing to stop all the users Adding content (Some times it required when we not plan for correct database sizes, etc...)."
to
"Like, if we are willing to stop all the users adding content (Some times it is required when we do not plan for correct database sizes, etc...)."
