Background image ht and wd

You don't.  By placing the image in the background tag, you are limited to use the actual HxW of the original image.  However, it is possible to use a <div> tag with a z-index that is below everything else in the page.  Although this creates a CSS nightmare...

Why not just edit the original image to a HxW that you like?  

I think that altering the image size using MS PhotoEditor will solve the problem.

What is the purpose? Maybe if we know the end goal we can offer an appropriate solution. Otherwise, edit the image as mgfranz and cyanide suggested.

If you know the image size, then you can use a <div> tag and set the z-index to 0, but then everything else will have to be in a <div> tag of 1 or more...

Why not just create the frame size the same size as the image?
