How can I send and receive messages in a network like windows winpopup?

Why is heaven's name would you want to do that! But whatever, let's try to acces the right reference file for Networking acces and start playing with the NetBIOS stuff (hehe)

there is a easy way to do it if you talking about win 95 machines in a net. You can use a named pipe created in a server app runing in the NT, or the easy way every PC will creat it only mailslot. The mailslot is a very simple strutur that alows communication between computers. If you whant i can send you a vb 5 active x made by me with the source in order for you to use.
However there is a question in mailslots, a pc never now when the other mailslot is created

A mailslot works as a US Post ofice, any PC can have it's one, and it can recive messages form everywhere within his domain. So to implement a "Chat" you need to create a mailslot in every computer and then send messages to the mailslots you whant.
