Determining Windows 2000 File Permissions

In a VB program, how do you determine the permissions on a file?  These are the settings shown in the Security tab of the Properties dialog you can display by right-clicking a file name.  I need to know just what is shown there such as, is Read & Execute allowed or denied, is it inherited.
