First you'll need a fast(digital) connection:(DSL, Cable, T1, T3)(in order of cost) I'd go with DSL(if it's available in your area), cause it's the least expensive($30/month). Then you need a dialup server/router(an old PC with Linux&multimodem card will do well for a few users 10-20). You'll also need a web server software(I'd recommend Apache--free and powerful).
Finally, you'll need your own domain name(such as www.yourname.org)($15-$35--one time cost) or a redirector service(some free ones). Check out www.networksolutions.com for a domain name.
