when I make tracert to my provider I receive requested time out

I'm using Win 95 but I have problem with my e-mails.
I can't receive any or send. When I try
tracert ip_my_provider
in the second line I receive
* * * * Requested time out
135 ms 132ms 132 ms my_provider

What all this means?
The same line (requested timeout I received and at 2 more providers that I tested).

If you go through a router to get to the internet, it's just configured to not answer pings. It's not that uncommon that they are configured like that. So if you can tracert and ping your ISP, this is not the cause of your problem with your e-mails. Infact it doesn't matter that the first "hop" doesn't answer as long as your target answers.

I think you should explain more about your email problem. What symptoms etc.
which  smtp and pop server?
