Net Logon Services Stops proceeded with event ID 8035

I have taken over a hosed network and need help.  Network is mixed NT Server/W2K Server/W2003 Server.  My knowledge base is intermediate so I apologize in advanced....

Problem is on a 2003 DC.  Every 5 minutes the Net Logon Service is stopping.  It appears that a Master Browser Election is being forced.  

Starts with event ID 8035 (The browser has forced an election on network \Device\NetBT_Tcpip_{xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx} because the Domain Controller (or Server) has changed its role.)

Then event ID 7040 (The start type of the Net Logon service was changed from auto start to disabled.)

Fianlly event ID 7035 (The Net Logon service was successfully sent a stop control.).  

I have created a "bandaid" fix to buy time to figure out the problem by creating a scheduled task to run every 5 min to start the Net Logon Service.

I have changed the registry to reflect the the following on this DC but did not help the problem.

Hive: HKEY_LOCAL_MACHINE
Key: SYSTEM\CurrentControlSet\Services\Browser\Parameters
Type: REG_SZ
Name: IsDomainMaster
Value: True

I have diabled the Computer Browser service on all PC's to no avial.

I am not sure where to go from here but would appreciate any and all ideas!

I figured it out.  It appears that there was a conflict between the local security policy and the Group Policy.  Each time it tried to replicate it realized there was a conflict and rather than propergate the error to other DC's it killed the Net Logon Service.  This error was found in the File Replication Service event viewer log.  It walks you through step by step on how to find the conflict and resolve it.
