Microsoft Office 2007 - installation error

Having some issues reinstalling Microsoft office 2007 Pro on Windows 7 - x86 (single machine, all others are fine)

Receiving the following error message in event log;

Product: Microsoft Office Professional Plus 2007 - Update '{DC6EC2D0-D0B4-47A5-9D30-9DF35F486F03}' could not be installed. Error code 1651.

 after which, the installer rolls back changes done. Machine previously had office enterprise installed, which is why we ripped it out.

I have already tried the following script in SubinACL:

subinacl /subkeyreg HKEY_LOCAL_MACHINE /grant=administrators=f /grant=system=f
subinacl /subkeyreg HKEY_CURRENT_USER /grant=administrators=f /grant=system=f
subinacl /subkeyreg HKEY_CLASSES_ROOT /grant=administrators=f /grant=system=f
subinacl /subdirectories %SystemDrive% /grant=administrators=f /grant=system=f
subinacl /subdirectories %windir%*.* /grant=administrators=f /grant=system=f
secedit /configure /cfg %windir%infdefltbase.inf /db defltbase.sdb /verbose

And have also run through microsoft's manual removal process (twice now) @ : http://support.microsoft.com/kb/928218

please help!

apologies for not replying sooner, this call was given to another resolver group to fix, and so i was not able to test this, however i do seem to remember trying to run the ms cleanup util without success (is there a windows 7 specific version?) didnt come up with anything atall in the list of installed apps : /
dishing points as i cannot now remote to the machine to test solution.
