Where do you go in the software and how do you configure the QoS to allocate certain bandwidth to a specific MAC address during certain times of day?

The QoS will only apply to packets received and sent by the watchguard. Anything in between will not prioritize traffic and contribute to the issue you are trying to solve.
Internet <=> Prioritized watchguard <=> switch <=> devices a-z.
Lets say you prioritize traffic for devices c,d,h.
The normal operation deals with devices a,b are heavy network users accessing devices x,y,z. The QoS configured on the watchguard could be for not when the traffic between a,b and x,y,z is of equal weight to packets from c, and d.
Separating the devices by using a separate switch may help.
