Hidden marquee in web page - what's it for?

I am updating a web page for a client and found a marquee that runs so fast and is so small you can't seee it on the web page when veiwing. I don't know what it's for and don't want to delete it yet. Any help/idea's why it's there would be appreciated. I have found it on all pages buried in the footer. Each page had different links to different sites. If you follow them - they all go to sites to purchase products that are not related to the purpose of this site.  Below is a sample of the marquee's found:

Was the last person to work on the site the owner of some of those other sites? It makes me wonder if someone was trying to build up the search engine ranking of those sites by linking to them in a hidden way on your client's site.

Not that I know of. These pages were created by a person working for a non-profit company.  I have no idea why they are there. I know they were using a CMA company to add/update content. She did this because she is a writer and does not know how to use DreamWeaver and didn't want to learn. She felt the CMA was easier and she could access anywhere over the web.

SO - from what you are saying, this is a way for the non-profit to build up it's ranking by streaming (?) these links for other companies or it's a way for the "other" companies to build their ranking by having someone do this? Maybe the original editors are getting a commission? Could it be a default that the CMA does?

If it is to build up ranking, it is for the sites being linked to - the "other" companies. Seems fishy to me. If it has nothing to do with the non-profit's site, I would delete the marquees personally.
Someone else ran into something similar:

The person building that site was trying to boost the google PR rating.

It might be a black hat / cracker SEO expert infused marquee as can easily be done with broken open source CMS systems.

Are you saying the person that originally did the pages for the non-profit was trying to boost ratings for the non-profit site? How does adding a marquee for other sites build up ratings for the non-profit?

I think the CMS site that was being used was tweak or tweet? Can't be sure.

I'm afraid I don't understand the concept of building "my" ratings by hiding links in a marquee to other sites. If a person can't click on the marquee to go "else where", why would it build up "my" ratings on a search in google.???
