Windows 7 64bit Pro. Diagnostic Policy Service, Error 5: Access is Denied

Hi,

I had my Laptop die last week so replaced it and ran a full restore from a very recent Shadow Protect backup.

All drivers are updated and working but the service Diagnostic Policy Service refuses to start and gives a Error 5: Access is Denied.  This is preventing me from using the LAN and WiFi connection only.  

I have tried many of the suggestions contained in EE including booting from install disk and running Windows Repair.  Also ran sfc /scannow and no errors reported.  Tried changing service to use admin account, no change, now back to Local Service.

I do not wish to have to reinstall Windows so open to sensible suggestions please :-)

I have worked through your first link previously and having read the second link it would appear the only solution is to buy an update from my current version of Windows as this may correct the problem.  I feel bad about giving MS more money to correct an o/s that can not simply work as designed (assuming it did have a design....)

if you have time i would suggest that you save all your important files format and start again, in most cases seems to be the most time efficient solution, i know that you will not find out what caused the problem but from experience it formatting it and having a clean start is the best way forward for me. think about it, how long have you spent try to resolve this? in that time would you had formatted and re-installed everything?

any other experts might have other suggestions.
This laptop is my main development machine and will take about 2 weeks to rebuild with all software development environments and test all build states.  I do not have a spare 2 weeks so this is not an option.
ouch....in that case we better get on to it. i will save the preaching of imaging of important machines etc for later.

have you tried disabling both cards, restarting and then re-enabling them?
I had a full and up to date image (in fact I run 3x backup routines on this system) but after restoring the image (using Shadow Protect) it had the issue.

I have tried removing and reinstalling all network devices.  In fact I tried a hardware independent restore and rebuilt the drivers from scratch - still no use.
it does not make sense, can you borrow a wifi usb stick of someone and see if that works. Does the network and the wifi card are displayed properly on the device manager?
Both devices show as working fine.  The LAN card even shows data traffic.  I can use a 3g stick and gain access to the Internet so the basic mechanics are good.  But when I try and connect the system reports a problem then I run the Trouble shooter section and this takes me to the report that Diagnostic Policy Service is not active.

I have read extensively on the web and it would appear that this problem is not uncommon but there are no actual fixes.  Most users just end up re-installing Windows.....

And in the Dependencies of the DPS service, whats listed?

I would expect that it shouldnt have any effect on your WIFI.....

I would be more concerned about these services running.....

Extensible Authentication Protocol
Network Connections
Network List Service
Network Store Interface Service  (Stopping this service will cause loss of network connectivity)
Wired AutoConfig
WLAN AutoConfig

I think what you are seeing is an unrelated symptom....

Do you have a valid IP address?
Can you ping your Default Gateway?
Can you ping yourself?
Can you ping 4.2.2.2?
Interesting point - I will try these later.  At the moment I have abandoned the system and catching up with work on a backup system.  I will let you know tomorrow if any of these items are of importance.

Just working through this now...  more sone.
I was unable to locate the cause of this issue.  However, I restored an image taken a few days earlier and this worked perfectly.  I can only conclude that there was a corruption in to latest backup image.  I will split the points equally between you both and thank you for your efforts with this.

This problem seems to be quite common judging by the number of posts on the internet.  Not one of the posts I found (and I did find many) provided any clear solution.  Many of the people with this issue resulted in doing a clean install.  As my original PC had Vista with a option to downgrade to XP Pro which was taken.  Then this PC was upgraded to Windows 7 Pro, then Ultimate it was not possible to just install the o/s from scratch.  Microsoft should be providable an option for media to be available for such cases.  When I checked the only option was to buy a totally new licence - why?!

However, thank you again for your input and help to with this issue.
