Make sure that you've enabled Tablet Features in Windows (the snipping tool is in there).

in Programs and Features, choose the option "Turn Windows Features on and off" and make sure Tablet PC components  is enabled.

It's present in Windows 7 home premium, but not Starter or basic

Snipping tool on Windows 7
Avatar of Run5k
As others have already stated, unfortunately the Snipping Tool isn't available within a Windows 7 Home Basic operating system.  For future reference, here is a comprehensive guide to the features that are available within each version of Windows 7:

Windows 7 Product Editions: A Comparison
I have Windows 7 Pro, so I have the snipping tool available. Nonetheless, I use SnagIT (techsmith.com) and I like it much better than the built in snipping tool.

So I recommend SnagIT and it should work on your machine. ..... Thinkpads_User
It appears Microsoft is so ashamed of Basic and Starter editions, they don't even show these as choices on their Compare Versions of Windows 7 web page.  Personally, I find it rather "chintzy" of them not to throw in this relatively low featured app to all versions of Win 7.

However, if they want you to pay extra for such a cheesy little tool, you might as well buy a full featured and more versatile tool.  TechSmith's SnagIt will even capture the text from the screen, such as the directory (folders) listing shown in a Windows Explorer window and scroll windows to capture what is not presently visible.  SnagIt's included editor tool lets you use Arrows, Lines, Text Boxes, Circles, Stamps etc. to mark up your captures and highlight items in your captures.

A free trial is available for download.  You can use it free and unrestricted for 30 days before you put down the fifty bucks it costs to buy it.  Well worth the money if you do a lot of work that can implement it's features.
Snipping tool not available in home edition.
You can try snagit, faststone capture softwares
shaunwingin--What about the old standby of PrintScreen, Paste into your graphics editor, manipulate as you want (such as Crop), save that file.

You are right - its not included on home basic.

Thanks
shaunwingin--According to the Snippy website, it works only with Win XP and earlier, not later (like Win 7).
Had you considered the suggestion in http:#a38033725 ?
However aroddick was the first to tell you that Snipping Tool was not available in Win 7 Basic.
I found it in Windows starter....Can I just copy its exe & use in Win basic?
shaunwingin--
There is a download on this page.

I see that it contains only SnippingTool.exe. So maybe this is a program not requiring installation, which would involve Registry entries, etc., but which just runs from the .exe .
However, I do not know if will be useable on Win 7 Basic.
