Firefox Enterprise Deployment

Using the latest version of Firefox 33.0.2 and deploying with citrix xenapp, how can I force custom settings to new and existing user profiles?

I see some posts to create a local-settings.js file and have that load a mozilla.cfg file.  I've tried testing this but none of my setting are getting applied.

Will "lockPref" work with existing user profiles or only new profiles?

I've also seen a GPO add on but I think I have to get mozilla.cfg working so it will load the add on for the user before the GPO's will be processed.  

Please let me know how I can do this using the current version, each post I see seems to give a different location for these files.

I'm following this.

But whenever I put the C:\Program Files (x86)\Mozilla Firefox\defaults\pref\local-settings.js file into place I get an "Unable to read configuration file" error when starting firefox.

My C:\Program Files (x86)\Mozilla Firefox\mozilla.cfg file is the same as the example
//
lockPref("network.proxy.type", 0);

I am also trying to use an override.ini file to suppress the import wizard but that is not working either.  Does anyone have the location and an example of the contents of that file?
