Default Background via GPO

I am trying to set a default desktop background pic for our teachers at one of our sites through GPO's.  I have the JPG file saved in a shared folder on a server and set the UNC path to \\smusdsrv5\SMUSD Data\RFES Admin\RFES Teacher Desktop Background\Ruth Fisher Commitments 4.jpg.  SMUSDSRV5 is the name of the server and the SMUSD Data folder is on a data drive on that server (E).  When I log a teacher into a computer all I get is a black background and the teacher does not have the ability to change it locally at all.....

How can I get the background pic to show up when they log into the domain on their computers?  The share server and GPO server are Windows Server 2012.  The teacher computers are Windows 7 Pro.

The key point in the article you sent was that the end user needed to have read access to the shared folder where the background pic was located.
