Webpage view is off center and no lower scroll bar

Tech support for the website denies knowledge of the solution. There is no scroll bar on the bottom and 20% of the page is off the right edge. We tried Chrome and FF and the same thing happens. We can not see our balance.

Minimize and maximize did not affect it.
Calling their help line got zero results.

It's the only webpage on any website that does this.

Can that action be reversed since we only frequent this particular website once a month and we do not want all the others to loose appearance.

We tried it with all three browsers and with IE 9.0 the resolution is different. The bank wanted us to raise our resolution in display settings and we did that but it made all windows of all web pages smaller and empty spaces top and right. The window on their webpage was able to be dragged wider to see the balances, but not wide enough to fill the monitor screen.
So that solution was no good since it affected all windows on all websites.
Since we only need to access their site once a month, we'll just use IE 9.0 and it will work fine.
It does not work on FF or Chrome and they said it is their "3rd party" issue, and the 3rd party says it is not.
They also said there are some "settings" in Chrome and Firefox.
To prevent changing settings with unknown results, we'll just access their website with IE 9.0
